Diffuse and collective rights, known by many as third generation rights, attracted great attention in Brazil when debates and reflections on consumer relations began and the publication, in 1990, of the Consumer Protection and Defense Code. Public Power initiative seeks ways to avoid the unbridled increase in the accumulation of waste without destination by imposing its reuse as fuel and in production processes such as steel, cement, and even the tire industry itself.
